Role Overview

Saudi Gold Refinery (SGR) is seeking a HSE Supervisor in Saudi Arabia to oversee health, safety, and environmental compliance during the construction and operation of our CIL plant and refining facilities. This role ensures that all activities align with ISO 45001 and ISO 14001 standards while protecting our workforce and assets. The Supervisor will manage site inspections, permit-to-work systems, and contractor safety performance in a dynamic industrial setting.

The HSE Supervisor will report directly to the Engineering & Projects Manager and will play a key role in embedding a zero-harm culture across the site. This position requires a proactive leader who can enforce safety standards rigorously while supporting the efficient execution of gold refining and bullion production projects.


Key Responsibilities

The HSE Supervisor will be responsible for the following key areas of safety management and compliance.

Site Safety Oversight

The role conducts daily inspections of the CIL plant and refining areas to ensure compliance with PPE requirements, housekeeping standards, and safe work practices.

Permit to Work Management

This position administers the Permit to Work (PTW) system for high-risk activities, ensuring that all isolations, gas tests, and safety controls are verified before work begins.

Incident Investigation

The Supervisor leads root cause analysis for all incidents and near misses, implementing corrective actions that prevent recurrence and improve systemic safety controls.

Contractor Safety Supervision

The role monitors contractor HSE performance, ensuring that subcontractors adhere to SGR safety standards and comply with all site access and work regulations.

Safety Training and Induction

This position delivers mandatory HSE inductions to new hires and contractors, covering site-specific hazards, emergency procedures, and reporting protocols.

Regulatory Compliance

The Supervisor ensures that all site activities comply with Ministry of Industry and Mineral Resources (MIM) regulations and Civil Defense safety requirements.

Emergency Response Coordination

The role organizes and leads emergency drills, including fire evacuations and chemical spill responses, to ensure readiness and effective incident management.

HSE Reporting and Analytics

This position maintains accurate HSE records and produces monthly reports on safety performance, including leading and lagging indicators for management review.

Hazard Identification and Risk Assessment

The Supervisor facilitates Job Safety Analysis (JSA) and HAZOP studies for new projects and operational changes to identify and mitigate potential risks.

Safety Culture Promotion

The role engages with workers through toolbox talks and safety campaigns to promote positive safety behaviors and encourage proactive hazard reporting.


Qualifications

  • Bachelor's degree in Occupational Health and Safety, Engineering, or a related technical discipline.
  • Minimum of 5 years of HSE experience in heavy industry, mining, or chemical processing sectors.
  • Proven track record in managing HSE during construction projects and plant commissioning phases.
  • Strong knowledge of Saudi Arabian HSE laws, Civil Defense codes, and MIM regulatory standards.
  • Demonstrated expertise in Permit to Work (PTW) and Lockout/Tagout (LOTO) system management.
  • Experience in conducting incident investigations and root cause analysis using structured methods.
  • Fluency in English for reporting and documentation, with Arabic language skills preferred for workforce interaction.
  • Ability to work effectively in a shift-based industrial environment and respond to emergency situations.


Preferred / Nice-to-have

  • Experience in precious metals refining, hydrometallurgy, or CIL plant operations.
  • Familiarity with ISO 45001 and ISO 14001 certification and audit processes.
  • NEBOSH International Diploma or equivalent advanced HSE qualification.
  • Previous experience managing HSE for international contractors in the Kingdom of Saudi Arabia.


Success Metrics

  • Zero lost-time injuries (LTIs) and zero recordable incidents during the supervision period.
  • 100% compliance with Permit to Work (PTW) and Lockout/Tagout (LOTO) procedures for all high-risk tasks.
  • Completion of 100% of scheduled HSE inspections and audits with timely closure of findings.
  • Reduction in high-potential near misses by 20% through proactive hazard mitigation.
  • 100% of new employees and contractors complete HSE induction within their first week of site access.
  • Successful completion of CIL plant commissioning with no major safety violations or regulatory penalties.
  • Positive feedback from internal and external audits regarding HSE management system effectiveness.
