Role Overview
Saudi Gold Refinery (SGR) is seeking a Senior Civil Engineer in Saudi Arabia to lead the civil and structural engineering functions for our refining and CIL plant operations. This role focuses on the design oversight, construction supervision, and asset integrity of critical industrial infrastructure. The successful candidate will ensure all civil works meet stringent safety, quality, and regulatory standards required for precious metals processing.
The Senior Civil Engineer will report directly to the Engineering & Projects Manager and will play a key role in delivering capital projects and maintaining plant structural reliability. This position requires a disciplined engineer who can manage contractors, resolve technical challenges, and support SGR's contribution to the Kingdom's mining value chain.
Key Responsibilities
The Senior Civil Engineer will be responsible for the following key areas:
- Civil Design Oversight: The role reviews and approves detailed civil and structural designs for refining units, ensuring compliance with Saudi Building Code and international standards.
- Construction Supervision: This position supervises site construction activities to verify that concrete, steel, and earthworks align with approved technical specifications and quality plans.
- Contractor Management: The Senior Civil Engineer manages external civil contractors by monitoring progress, evaluating payment applications, and enforcing contractual obligations.
- Technical Interface Coordination: The role coordinates with process and mechanical teams to resolve spatial and structural conflicts in plant layout and equipment foundation design.
- Regulatory Compliance: This position ensures all civil engineering activities comply with Ministry of Industry and Mineral Resources (MIM) regulations and municipal requirements.
- Asset Integrity Maintenance: The role conducts structural assessments of existing facilities and develops technical scopes for civil maintenance and repair works.
- Procurement Support: The Senior Civil Engineer evaluates technical bids for civil packages and provides clear recommendations to the Procurement Department.
- HSE Integration: This position collaborates with the HSE team to enforce safety protocols, permit-to-work systems, and structural stability measures on site.
- Project Documentation Control: The role maintains accurate records of as-built drawings, inspection reports, and material certifications for all civil works.
- Budget Monitoring: This position tracks civil engineering expenditures against the approved budget and manages variation orders to control costs.
Qualifications
- Bachelor's degree in Civil Engineering from an accredited university recognized by the Saudi Council of Engineers.
- Minimum of 12 years of experience in civil engineering within heavy industrial, mining, or oil and gas sectors.
- Proven expertise in managing concrete and structural steel projects in operational plant environments.
- In-depth knowledge of Saudi Building Code, SASO standards, ACI, AISC, and ASTM codes.
- Experience in managing multi-disciplinary engineering teams and external construction contractors.
- Proficiency in structural analysis software such as ETABS, SAP2000, or STAAD.Pro.
- Strong understanding of geotechnical engineering principles and foundation design for industrial equipment.
- Fluency in English for technical reporting and contract administration.
Preferred / Nice-to-have
- Master's degree in Structural Engineering or Construction Management.
- Experience in gold refining, hydrometallurgical plants, or carbon-in-leach (CIL) facility construction.
- Professional Engineer (PE) license or Chartered Engineer status.
- PMP certification or equivalent project management qualification.
- Prior experience with Saudi government entities such as MIM or Royal Commission for Jubail and Yanbu.
Success Metrics
- Delivery of CIL plant civil works within the approved budget and schedule variance of less than 5%.
- Zero structural non-conformities identified during third-party quality audits.
- Completion of 100% of civil as-built documentation within 30 days of project handover.
- Reduction in civil maintenance response time by 15% through improved diagnostic protocols.
- Zero lost-time injuries associated with civil construction activities under supervision.
- Successful qualification of three new civil contractors for the approved vendor list.
- Timely securing of all municipal and MIM completion certificates for project phases.
