Role Overview
Saudi Gold Refinery (SGR) is seeking a OD Manager in Riyadh, Saudi Arabia to lead organizational design, workforce planning, and capability development initiatives. This role ensures that our structure, competencies, and performance systems support efficient gold refining, assay operations, and bullion production. The OD Manager will drive alignment between human capital strategy and operational excellence in a regulated industrial environment.
The OD Manager will report directly to the VP of HR and will play a key role in shaping the organizational effectiveness of SGR. This position impacts operational continuity, Saudization compliance, and technical workforce readiness.
Key Responsibilities
The OD Manager will execute the following key responsibilities to enhance organizational effectiveness and workforce capability.
Organizational Structure Optimization
The role reviews and updates organizational charts quarterly to ensure alignment with production targets and strategic priorities. It conducts span of control analyses to optimize decision-making efficiency across plant and corporate functions.
Technical Competency Frameworks
This position develops and maintains competency matrices for critical technical roles including refinery operators and assay chemists. It aligns these frameworks with industry standards.
Saudization and Workforce Planning
The role collaborates with recruitment and operations to forecast headcount needs and develop Saudization roadmaps. It partners with TVTC and vocational institutes to build a sustainable pipeline of Saudi national talent for technical positions.
Performance Management System Design
This position designs KPI cascades that link individual goals to plant throughput, recovery rates, and safety metrics. It trains managers on conducting objective performance reviews focused on measurable operational outcomes.
Change Management Leadership
The role leads change management protocols for major initiatives such as technology upgrades or process improvements. It develops communication plans and training modules to ensure smooth transitions and minimal operational disruption.
Job Evaluation and Grading
This position manages job evaluation processes to ensure internal equity and market competitiveness. It applies standardized methodologies to grade new and existing roles across all employee categories.
Organizational Health Assessment
The role conducts annual surveys to measure employee engagement and organizational effectiveness. It analyzes results to identify areas for improvement and implements targeted interventions.
HR Data Analytics and Reporting
This position analyzes workforce data to identify trends in attrition, productivity, and skill gaps. It provides actionable insights to senior leadership for strategic decision-making.
Qualifications
- Bachelor's degree in Human Resources, Industrial Psychology, Business Administration, or a related field.
- Minimum of 10 years of experience in organizational development or HR strategy within an industrial or manufacturing environment.
- Proven experience in designing competency frameworks and career paths for technical and blue-collar workforces.
- Deep understanding of Saudi labor laws, Saudization regulations, and Nitaqat mechanisms.
- Experience in managing organizational change initiatives in regulated environments.
- Strong analytical skills with the ability to interpret workforce data and translate it into structural recommendations.
- Demonstrated ability to partner with operational leaders to solve complex workforce challenges.
- Fluency in English is required for drafting policies and interacting with international auditors.
Preferred / Nice-to-have
- Master's degree in Organizational Development, Human Resources, or Business Administration.
- Prior experience in the mining, metals, or precious metals refining sector.
- Certification in change management methodologies such as Prosci or ADKAR.
- Proficiency in Jisr system or similar HRIS platforms.
Success Metrics
- Completion of organizational structure review and optimization for all key departments within 12 months.
- Implementation of technical competency matrices for 100% of critical plant and lab roles.
- Achievement of target Saudization levels for designated job families through targeted development programs.
- Launch of a new performance management cycle with clear KPIs linked to operational metrics.
- Successful management of change communications for at least two major operational or system initiatives.
- Establishment of a baseline for organizational health metrics and implementation of initial improvement actions.
