Role Overview

Saudi Gold Refinery (SGR) is seeking a Technical Recruiter in Riyadh, Saudi Arabia to manage end-to-end hiring for engineering, geology, metallurgy, and plant operations functions. The role focuses on sourcing qualified professionals who meet the technical and safety standards required for exploration projects, refining facilities, and assay laboratories. The recruiter maintains strict compliance with Saudi labor regulations and aligns hiring activities with Saudization targets across technical and vocational tiers. The position supports SGR's operational expansion by building sustainable talent pipelines that reduce time-to-fill for mission-critical industrial roles.

The Technical Recruiter will report directly to the Talent Acquisition Supervisor and will play a key role in executing structured hiring processes that align with SGR's project timelines and shift coverage requirements. The individual will coordinate with HSE, Operations, and Laboratory leadership to ensure all candidates possess verified technical competencies and safety certifications before onboarding. The role directly contributes to workforce stability and regulatory compliance across SGR's mining and refining value chain.

Key Responsibilities

The Technical Recruiter will execute the following responsibilities to support SGR's technical workforce planning and compliance requirements.

- Technical Pipeline Development: The recruiter maps specialized talent pools across Saudi universities, TVTC programs, and international mining networks to build a continuous pipeline of qualified engineers and operators.

- Candidate Screening and Assessment: The recruiter conducts structured competency-based interviews and coordinates technical evaluations with subject-matter experts to verify candidate proficiency in metallurgical workflows and equipment operation.

- Offer Management and Compliance: The recruiter prepares formal offer letters that align with approved compensation bands and manages pre-employment medical screenings and background verifications through Qiwa and Muqeem platforms.

- HSE and Site Access Coordination: The recruiter partners with HSE and Operations to schedule mandatory site inductions, including LOTO training and chemical-handling protocols, before granting facility access.

- Saudization and Regulatory Reporting: The recruiter monitors Nitaqat requirements and submits accurate hiring data to Mudad and GOSI systems to maintain payroll and social insurance compliance.

- Stakeholder Workforce Planning: The recruiter meets weekly with department heads to forecast technical hiring needs based on project expansion, shift rotation requirements, and attrition trends.

- Recruitment Analytics and Process Improvement: The recruiter maintains updated recruitment dashboards that track time-to-fill, source effectiveness, and pipeline conversion rates to identify process bottlenecks.

- Market Benchmarking and Compensation Alignment: The recruiter advises hiring managers on realistic market compensation benchmarks and candidate availability for specialized mining and refining competencies.

- Documentation and Audit Readiness: The recruiter maintains complete candidate files and compliance records to support internal audits and MHRSD regulatory inspections.

Qualifications

- The candidate holds a bachelor's degree in human resources, business administration, industrial engineering, or a related technical discipline.

- The candidate possesses a minimum of four years of recruitment experience focused on technical, engineering, or industrial operations roles.

- The candidate demonstrates proficiency in managing end-to-end hiring cycles for shift-based, laboratory, and field operations personnel.

- The candidate maintains working knowledge of Saudi labor regulations, Qiwa workflows, and Muqeem visa processing procedures.

- The candidate exhibits strong analytical capabilities for tracking recruitment metrics, pipeline conversion rates, and cost-per-hire calculations.

- The candidate operates independently to manage high-volume requisitions while maintaining strict documentation standards for audit readiness.

- The candidate utilizes enterprise HRIS and applicant tracking systems to maintain accurate pipeline data and stage progression.

- The candidate applies Boolean search techniques and advanced sourcing methodologies to locate specialized engineering and technical professionals.
